The dissertation aims at evaluating through a multidisciplinary approach the effects of the great recession in three policy areas: international trade, investment and competition. The overarching scope of the essays consists in identifying constraints and impediments in the optimal design of economic reforms in the Greek economy.

The evaluation provided in the first paper highlights the scope of national and international economic policies. It stresses the need for policy coordination as a means to achieve the goals of an economic adjustment programme. In this context, the paper assesses empirically whether internal devaluation policies have achieved their goal of boosting exports. By deploying quantitative research methodologies, the paper aims at identifying how the sectoral composition of international trade of Greek commodities has shifted and suggests channels through which this happened in the past three decades.

The second paper focuses on the role of investments and the policy determinants that can help boosting them following the great recession. Aggregate investment has declined markedly over the crisis. Reviving domestic and foreign investment is crucial to supporting the economic recovery, deepening Greece’s integration into global value chains and raising living standards. This will hinge, inter alia, on the quality of the business environment, the barriers to product market competition and the quality of regulation. Other key policies involve fully implementing the recent insolvency reforms, building an innovation system, overcoming problems in the banking sector and enhancing the quality of public investment through a long-term strategy. The scope of research of this paper consists in analysing those key determinants of investment, both in the private and the public sector and putting forward policy proposals to help their recovery.

In order to further analyse the role of one of the abovementioned factors in boosting private investment, the third paper of this dissertation examines the regulatory role of the state through a case study. By providing the necessary space to businesses through a level-playing field, states protect fair market competition for economic agents. Industrial organisation theory, along with legal and economic analysis, are jointly used in this paper to identify potential regulatory interventions for Greece to improve aspects of its competition policy. Following the methodology of the first paper, we closely examine a sector with significant comparative advantage in the Greek economy, that of pharmaceuticals, which continues to strive even in the years of the crisis. The analysis builds upon Competition Assessment Toolkit methodology of the OECD. In parallel, this paper aims at quantifying the impact as economic benefit or social welfare of the most pertinent competition barriers identified.

Ο Παναγιώτης Μπάρκας είναι υποψήφιος διδάκτωρ οικονομικών επιστημών στο Εθνικό και Καποδιστριακό Πανεπιστήμιο Αθηνών. Είναι αριστούχος απόφοιτος του ιδίου τμήματος (2007-2011), κατέχει μεταπτυχιακό τίτλο σπουδών MPhil του Πανεπιστημίου του Cambridge (St. John’s College, 2014) και έχει ολοκληρώσει έρευνα πάνω σε θέματα πολιτικής οικονομίας της καινοτομίας στο Ερευνητικό Ινστιτούτο Max Planck για Κοινωνικό-Οικονομικές Μελέτες στην πόλη της Κολονίας της Γερμανίας (2014). Η εργασιακή εμπειρία του κ. Παναγιώτη Μπάρκα εκτείνεται σε ακαδημαϊκά ιδρύματα και διεθνείς οργανισμούς σε πέντε Ευρωπαϊκές χώρες. Έχει εργαστεί ως εμπειρογνώμονας σε θέματα πολιτικών ανταγωνισμού, καινοτομίας, επενδύσεων και ανταγωνιστικότητας στον Οργανισμό Οικονομικής Συνεργασίας και Ανάπτυξης στην έδρα του στο Παρίσι και στην Αθήνα. Μεταξύ άλλων, έχει ερευνήσει και συμβάλει σε μελέτες του οργανισμού που αφορούν στο επιχειρηματικό και επενδυτικό περιβάλλον στην Ελλάδα, καθώς και την αξιολόγηση συνθηκών ανταγωνισμού στην ελληνική οικονομία. Επιπλέον, έχει συμβουλέψει κυβερνήσεις και φορείς ιδιωτικού τομέα σε χώρες του ΟΟΣΑ, Βαλκάνια και Μέση Ανατολή σε θέματα καινοτομίας, ανταγωνισμού και δημόσιων οικονομικών. Ο κ. Μπάρκας έχει επίσης εργαστεί στη Διεύθυνση Οικονομικών Μελετών και Ανάλυσης της Τράπεζας της Ελλάδος, στο Ίδρυμα Οικονομικών και Βιομηχανικών Ερευνών (ΙΟΒΕ), στο China-UK Development Council, καθώς και τα Πανεπιστήμια του Cambridge και Αθηνών. Το συγγραφικό και ερευνητικό του έργο έχει δημοσιευτεί σε μορφή μελετών, συλλογικών τόμων, επιστημονικών εκδόσεων και παρουσιάσεων. Ο κ. Μπάρκας είναι νέος ερευνητής (Young Scholar) του Institute of New Economic Thinking. Μιλάει Αγγλικά, Γερμανικά, Ιταλικά, Αλβανικά και Γαλλικά και έχει εργαστεί κατά διαστήματα και ως ξεναγός.
