| Η επίπτωση που προκαλείται από την υιοθέτηση των ανεξάρτητων δημοσιονομικών θεσμών αποτελεί αντικείμενο αυτής της εργασίας. Με αυτόν τον τρόπο, οι ανεξάρτητοι θεσμοί που διαχειρίζονται την συναθροιστική ζήτηση θα μελετηθούν με σκοπό να αναδειχθεί ένα βέλτιστο πλαίσιο για μακροπρόθεσμη μεγέθυνση. Ύστερα από μια εκτενή συζήτηση που θα πραγματεύεται την σύνδεση των θεσμών με την μεγέθυνση μιας οικονομίας, θα γίνει προσπάθεια για να ορίσουμε και να αναγνωρίζουμε την έννοια των ανεξάρτητων δημοσιονομικών θεσμών.
Μέσα από αυτή την οπτική, ένα αναλυτικό πλαίσιο για την θέσπιση τέτοιων θεσμών θα ερευνηθεί, με απώτερο στόχο την μαρκοπρόθεσμη και βιώσιμη μεγέθυνση. Υπάρχει πληθώρα βιβλιογραφίας που παρέχει τέτοιου είδους πλαίσια, η οποία θα εξετασθεί και σε περίπτωση όπου χρειάζεται θα εμπλουτιστεί από προτάσεις προερχόμενες από αυτή την έρευνα. Ένα καλό σημείο για να την εκκίνηση αυτής, είναι να ανεβρεθούν οι οικονομίες οι οποίες έχουν υιοθετήσει τέτοιους θεσμούς, οι οποίες έχουν κατορθώσει να διατηρούν μεγέθυνση που μεταξύ άλλων προέρχεται και από μια υγιή δημοσιονομική πολιτική. Μια ακόμη διάσταση της παρούσας έρευνας είναι το επιχείρημα του αν η άσκηση δημοσιονομική πολιτικής μπορεί να θεωρηθεί πηγή μεγέθυνσης σε μια ενδελεχή προσέγγιση.
Ένας δεύτερος άξονας για αυτή την έρευνα είναι να περιγραφεί η επίπτωση της υιοθέτησης των δημοσιονομικών θεσμών μέσα από ένα εμπειρικό μοντέλο. Με αυτόν τον τρόπο, θα γίνει μια προσπάθεια για συγκριτική ανάλυση μεταξύ διάφορων οικονομιών με σκοπό την μέτρηση της αποτελεσματικότητας της υιοθέτησης αυτών των θεσμών. Ακόμη, εναλλακτικά σενάρια θα δοκιμαστούν σε διαφορετικές δομές τέτοιων θεσμών. Αυτή η πρακτική θα μας βοηθήσει να κατανοήσουμε ποιές από τις λειτουργίες των διαφόρων Ανεξάρτητων Δημοσιονομικών Θεσμών έχουν μεγαλύτερη επίπτωση στην οικονομική μεγέθυνση, ποια από αυτές θα μπορέσει να οδηγήσει σε βιώσιμη μεγέθυνση, ποιά από αυτές θα μπορούσε να εφαρμοστεί indiscriminately. Η indiscriminate εφαρμογή χρησιμοποιείται σε αυτό το σημείο καθώς είναι ευρέως γνωστό ότι σε κάθε οικονομία δεν εφαρμόζουν τέλεια όλοι οι θεσμοί, αλλά το πιο αποδεκτό επιχείρημα είναι ότι κάποιοι κανόνες που υιοθετούνται από θεσμούς μπορούν να είναι καθολικά αποτελεσματικοί. Προσθέτοντας ακόμη ένα επίπεδο γνώσης στα εν λόγω εμπειρικά μοντέλα, θα εντάξουμε και την υιοθέτηση ανεξαρτήτων κεντρικών τραπεζών με σκοπό να κατανοήσουμε ποιά δομή είναι περισσότερο αποδοτική όταν ασκείται πολιτική με στόχο ένα σχέδιο σταθεροποίησης και αειφόρου ανάπτυξης.
Το τρίτο σημείο θα είναι η ανάπτυξη των ευρημάτων αυτής της έρευνας και άρα τον εντοπισμό της αποτελεσματικότητας των Ανεξάρτητων Δημοσιονομικών Θεσμών στην βιώσιμη ανάπτυξη. Με γνώμονα αυτά τα ευρήματα θα οδηγηθούμε τελικά στο εάν και πότε μια τέτοια υιοθέτηση προτείνεται. Σε αυτή τη συζήτηση θα επικεντρωθούν οι διάφορες ήδη θεσπισθείσες πολιτικές και οι καθιερωμένοι θεσμοί, όπως η προσπάθεια της ΕΕ με την καθιέρωση του Συμφώνου Σταθερότητας και Ανάπτυξης καθώς και οι τροποποιήσεις του για την καθοδήγηση της δημοσιονομικής πολιτικής των κρατών μελών. Επιπλέον, η συζήτηση θα οδηγήσει στο συμπέρασμα εάν η υιοθέτηση και η προσαρμογή τέτοιων θεσμών είναι θέμα πολιτισμού μέσω της πολιτικής / κανονιστικής οπτικής και πώς η υιοθέτηση αυτή επηρεάζει τις εκάστοτε οικονομικές επιδόσεις των οικονομιών.

| The impact of economic growth in an economy caused by the adoption of independent fiscal institutions primarily will be investigated. In this way the independent institutions that are used to manage aggregate demand will be researched in order to trace an optimal framework to establish long term growth. After the extensive discussion that will be conducted on institutions and their connection with the growth of an economy, an attempt to define the notion of independent fiscal institutions and identify them will be made.
Through this perspective an analytic framework to establish such institutions will be researched, while aiming for long term sustainable growth. There is plenty of literature providing such frameworks that will be revised and in case needed enhanced by suggestions derived on this research. A point to start such an analysis is to trace the economies that have adopted such practices, i.e. The Swedish Fiscal Policy Council, as well as other instances that have succeeded maintaining growth deriving from a healthy fiscal practice. Furthermore, another dimension of this research will be the argument of whether fiscal policy practice could be regarded as a growth determinant on a more thorough approach.
As a second pillar of this research is to describe the effect of the adoption of independent fiscal institutions on growth through an empirical model. In this way, there will be an attempt to establish a method to conduct a comparative analysis among several economies in order to measure the effectiveness of adopting such institutions. In addition, alternative scenarios will be tested on different settings of such institutions. This practice will help this research to understand which functions of several IFIs are more effective on growth, which of them could lead to sustainable long term growth, who among them could be applied indiscriminately. The indiscriminate application is used in this point because it is widely known that not all institutions fit perfectly on every economy, but the most accepted argument is that rules adopted by institutions may be universally and effectively applied. As another layer of knowledge in those empirical models we will encompass the adoption central bank independency in order to understand which formula may be more effective in the policy commencing while targeting a stabilization and a sustainable growth scheme.
The third pillar will be the discussion on the findings of the research, therefore to trace the effectiveness of the adaptation of IFIs on the sustainable growth. Those findings will ultimately lead us to an understanding whether such an adoption is suggested. In this discussion the several already adopted policies and established institutions will be put in to focus, such as the attempt of the EU by introducing the Stability and Growth Pact as well as its amendments to guide the member’s states fiscal policy. Furthermore, the discussion will lead to the conclusion whether such adoption as well as fit of such regimes is a matter of culture through the policy/regulation perspective and how this adoption affects economic performance.
