Η διατριβή επικεντρώνεται στην εκτίμηση της επίδρασης των προγραμμάτων υποστήριξης επιχειρήσεων (enterprise support programs) της Πολιτικής Συνοχής της ΕΕ – στο επίπεδο της επιχείρησης – κατά τη διάρκεια των τελευταίων δεκαπέντε ετών, στην Ελλάδα. Οι απώτεροι στόχοι της διατριβής είναι η παροχή στους ενδιαφερόμενους ερευνητές: (1) μιας ικανοποιητικής μεθοδολογικής προσέγγισης για την εκτίμηση της αιτιώδους επίδρασης των προγραμμάτων υποστήριξης των επιχειρήσεων σε επίπεδο επιχείρησης και την χρήση της για ex-ante μελέτες κόστους-οφέλους, (2) μιας ποσοτικής αξιολόγησης της αποτελεσματικότητας των πολιτικών υποστήριξης των επιχειρήσεων στην Ελλάδα όσον αφορά στην αύξηση των πωλήσεων, την απασχόληση και την πιθανότητα επιβίωσης – σε επίπεδο επιχείρησης – και (3) προτάσεων πολιτικής για τη βελτίωση των μηχανισμών απορρόφησης, συντονισμού, παρακολούθησης και αξιολόγησης των προγραμμάτων υποστήριξης επιχειρήσεων στην Ελλάδα.

The dissertation focuses on estimating the causal impact of EU Cohesion Policy enterprise support programs at the firm level in Greece, over the course of the last fifteen years. The ultimate objectives of the study are to provide interested researchers and practitioners with (1) a satisfactory methodological approach to estimating the causal impact of enterprise support programs at the firm level and aggregating it for cost-benefit analysis purposes, (2) an assessment of how effective enterprise support policies have been in Greece in terms of firm-level sales growth, employment, indebtedness, and survival probability, as well as in terms of regional/macroeconomic growth, industrial development, and export orientation, and (3) a set of policy proposals for improving absorption, coordination/monitoring, and evaluation mechanisms of enterprise support programs in Greece.

Σύντομο Βιογραφικό

Gerasimos is Senior Analyst at Kapa Research, with responsibilities ranging from international project management and survey coordination to questionnaire design and data analysis. He has been involved in major international research projects, such as the Survey of Health, Ageing and Retirement in Europe (SHARE), the World Bank Migrant/Refugee Survey in Greece 2017, and the World Bank Income and Social Targeting Evaluation Survey in Greece 2017  – which he coordinated. Currently he is Survey Coordinator of the EBRD-EIB-World Bank Enterprise Survey in Greece. With expertise in survey management, policy analysis, and quantitative methods, Gerasimos is an Economics major (University of Athens), with completed graduate degrees from the London School of Economics (MSc Economic History, MSc Politics & Communication) and the University of Chicago (Master of Public Policy - MPP). He is currently an Economics PhD candidate at the University of Athens, focused on using administrative panel data, enterprise surveys, and a combination of econometric techniques (propensity-score-matching and difference-in-differences) for estimating the causal impact of EU enterprise support programs on firm-level outcomes in Greece over the course of the last two EU cohesion policy programming periods.
